Smolinski goes by the nicknames of "Bill" and "Billy". He has his left ear pierced and wears a small diamond earring. Smolinski has the following tattoos: a blue cross on his left forearm bearing the name "Pruitt", and a blue cross on his right shoulder outlined in orange.
At the time of his disappearance, Smolinski was working as an apprentice heating and air conditioning technician, and as a part-time tow truck driver. He also mowed lawns and plowed driveways in his spare time. Smolinski is described as being physically fit.
On August 24, 2004, William Smolinski, Jr. asked a neighbor in Waterbury, Connecticut, to watch his dog for a few days while he went to look at a car he thought he might wish to purchase. When no one had heard from Smolinski after a few days, his family contacted the Waterbury Police Department and reported him missing. Smolinski left behind his vehicle, wallet, and keys. He has not been seen nor heard from since that time
